DPPC Human Rights Report

The following is a list of atrocities that have occurred in Taliban-controlled Afghanistan. Each of these reports has been corroborated by trusted sources on the ground. Additional information is available upon request from the DPPC.


This report covers the period October 25 - November 8, 2021.


October 25, 2021, Ghor, Extrajudicial killing: Taliban fighters have killed four civilians in the Shemurghak and Sherkhawaj localities in the Shahrak district of Ghor. The victims were on their way to attend a wedding ceremony. According to local sources, the victims were from the Reza Neshin area with whom the Taliban forces have grown enmity due to the heavy casualties that were inflicted on them during the conflicts by the resistance forces of the region. During the conflict, more than 300 Taliban forces were killed during an ambush by resistance forces in this area. Since then, they have sought revenge.


October 26, 2021, Kandahar, Extrajudicial Killing: The body of an 18-year-old boy who was mysteriously murdered was discovered in the 11th District of Kandahar.


October 26, 2021, Ghor, Violence and Harassment: The Taliban whipped a boy and girl, both 20, and forced them to get married after they escaped. During this act, the Taliban threatened to kill anyone trying to take footage of the incident.


October 26, 2021, Samangan, Extrajudicial Killing: Taliban fighters have shot dead a girl on Kabul-Mazar highway. According to local sources, while searching a passenger bus in Aibak city of Samangan province, the Taliban identified the girl to be working for an international organization. She was traveling to Mazar-e Sharif, Balkh province. She was then taken off the bus and killed on the highway.


October 27, 2021, Logar, Extrajudicial Killing: Unknown gunmen shot dead a woman in Baraki Barak district of Logar province.


October 27, 2021, Paktia, Extrajudicial Killing: Unknown gunmen have tortured and killed an eighteen-year-old Madrasa (Islamic Education) student named Saifullah in Paktia province. The victim was reportedly taken away by unknown gunmen three days ago.


October 27, 2021, Nangarhar, Extrajudicial Killing: A civilian was shot dead by unknown gunmen in District 5 of Jalalabad city.


October 29, 2021, Faryab, Extrajudicial Killing: An unknown gunman has shot dead a religious scholar, Mufti Besmillah, in Kaldari village, Khaibar district, Faryab province.


October 29, 2021, Bamyan, Extortion: Local sources in Bamyan province claim that Taliban insurgents have extorted people’s livestock in the province on 26th October. The incident is reported to higher Taliban officials, but no action has been taken. Extortion and robbing of public properties by the Taliban are reported in multiple places in Bamyan.


October 30, 2021, Khost, Extrajudicial Killing: The body of a young man from Khost province who had left home three days ago was found dead in Laghman province. Locals said he was a former army soldier.


October 30, 2021, Nangarhar, Extrajudicial Killing: Two people were killed and 10 more were wounded in a Taliban raid on a wedding party in Sorkh Rod district in eastern Nangarhar province on Friday. Residents say the Taliban came to the area around 10 pm after hearing the sound of music and opened fire indiscriminately.


October 31, 2021, Nangarhar, Extrajudicial Killing: Taliban executed two employees of the previous government in Chaparhar district in Nangarhar province.


November 1, 2021, Nangarhar, Extrajudicial Killing: Maulawi Abdul Wahid, a religious scholar, was shot dead by unknown gunmen in the Kabul-Hadda, Familyha Area in Jalalabad city, Nangarhar province.

November 2, 2021, Zabul, Extrajudicial Killing: Attaullah Mohammad, a former police officer, was killed by unknown gunmen in Qalat, the provincial capital of Zabul, yesterday.

November 3, 2021, Baghlan, Extrajudicial Killing: Taliban insurgents have killed a former security officer in Deh-Salah district of Baghlan province. Victim’s family claim that their son was previously a member of special forces in Ghor province.


November 3, 2021, Nangarhar, Extrajudicial Killing: Two people have been shot dead by unknown gunmen in the Chaknuri area in District 7 of Jalalabad city.


November 3, 2021, Nangarhar, Extrajudicial Killing: Two people were mysteriously hanged near the Torkham area in Nangarhar province. The identity of the victims and cause of the incident remain unknown, but ISIS-K references were found in pieces of paper attached to the dead bodies.


November 4, 2021, Balkh, Extrajudicial Killing: Dead bodies of four women were found in the outskirts of Mazar-e-Sharif. Local sources say the victims have been missing since 27th October. From the bullet marks seen on the bodies, it is understood that they were violently shot dead. According to victims’ families, they were involved in civil and human rights activities. They add that their daughters went missing after receiving a call from people purporting to be a human rights-based organization.


November 4, 2021, Balkh, Extrajudicial Killing: Four members of a family were shot dead by Taliban insurgents in the Faqir Abad area in District 5 of Mazar-e-Sharif city. Local sources report the Taliban attacked their home under the pretext of serving in the previous military.


November 4, 2021, Kabul, Violence and Harassment: A university professor in Kateb Private University was beaten and shot, and injured for wearing a suit by Taliban insurgents at a checkpoint in Kabul.


November 4, 2021, Samangan, Extrajudicial Killing: A man was found dead in Roda-Qul village of Dara-e-Suf Payen district in Samangan province. Local sources claim that a paper was found attached on top of the victim’s body, reading that the man was an affiliate of the ISIS-K. Local sources say Taliban insurgents shot dead a school teacher in front of his home in Dara-e-Suf Payen District on 3rd November. Moreover, the Taliban also shot dead a twenty-four-year-old man on 2nd November in the same district.


November 5, 2021, Uruzgan, Violence and Harassment: Taliban insurgents broke into a residential house and severely beat family members of a former police officer in Uruzgan province. The victim claims several armed Taliban insurgents broke into his house and severely beat his mother and brothers, demanding arms and weaponry.


November 5, 2021, Daikundi, Extortion and Illegal Use of Force: Shopkeepers in Shahrestan district of Daikundi province complain that in addition to extortion of money and taxes, they are forced to raise the Taliban's flag on their shops.


November 5, 2021, Nuristan, Extortion: Farmers in Nuristan province claim that the Taliban insurgents are forcefully extorting money in the name of tithes.


November 6, 2021, Panjshir, Extortion and Torture: Residents of Parian district in Panjshir province say the Taliban are torturing people over and over again demanding to provide arms and weapons to them.


November 7, 2021, Nangarhar, Extrajudicial Killing: Unknown gunmen have killed three people in District 8 in Nangarhar province. According to sources, one of the victims previously served in the military in Shirzad district in Nangarhar.


November 7, 2021, Balkh, Extrajudicial Killing: Two men and two women were mysteriously killed in Faqir Abad area in the 5th district of Mazar-e-Sharif on 6th November. Local sources report that the women had previously served in the Afghan National Police.

November 8, 2021, Nangarhar, Extrajudicial killing: Two brothers were killed in Chaparhar district of Nangarhar province by unknown gunmen. Local sources claim they were members of the Islamic party.


November 8, 2021, Daikundi, Extrajudicial Killing: Following reports on Taliban insurgents’ burning of four drug addicts in Nilli, Daikundi province in October this year, a local reliable security source claims that three of the victims were former military forces and one was civil society activist. He added that the Taliban insurgents had threatened families of the victims not to speak of the incident.


November 8, 2021, Takhar, Extrajudicial Killing: Taliban insurgents have killed a boy in the Saraisang area of Taloqan, the provincial capital of Takhar province. Local sources claim that he was killed by the Taliban after he was accused of attacking a Taliban insurgent’s house and killing one of them. Following the Taliban’s court order, he was arrested by the Taliban forces and was shot dead in public.


November 8, 2021, Ghazni, Illegal Detention and Kidnapping: People in Jaghto district of Ghazni province claim that local Taliban officials and insurgents are arresting former government employees and police and military forces, and that they have taken away several people whose fate has been uncertain for a couple of days.


November 8, 2021, Kapisa, Violence and Harassment: Taliban insurgents have continued to harass people in Kapisa province since their takeover. In the latest incident, they have arrested and beaten the principal of a school demanding arms and weaponry.
