DPPC Human Rights Report

The following is a list of atrocities that have occurred in Taliban-controlled Afghanistan. Each of these reports has been corroborated by trusted sources on the ground. Additional information is available upon request from the DPPC.


This report covers the period November 9 - November 22, 2021.



November 9, 2021, Kunar, Harassment and Violence: A boy was beaten by Taliban insurgents for playing music on his mobile phone in Watapur district of Kunar province. People claim that with their interference, the Taliban stopped beating the boy. They add that this is the first time the Taliban has violently acted towards playing music.


November 10, 2021, Takhar, Extrajudicial Killing: Local sources say the Taliban insurgents have shot dead two former security forces named Shoaibullah and Sohrabuddin in Chah Ab district. In the meantime, Taliban insurgents have killed a civilian in public in the Saraisang area of Taloqan this week.


November 10, 2021, Faryab, Violence: A former security officer was injured in Faryab province. He was injured after he was shot by unknown gunmen near his house in the Damqol area in District 1 of Maimana city.


November 10, 2021, Faryab, Extrajudicial Killing: A man was shot dead by unknown gunmen in District 1 of Maimana city. Local sources claim that the civilian was on his way when he was shot by unknown gunmen on a motorcycle. The gunmen managed to flee the area and the reason for the murder remains unknown.


November 11, 2021, Kabul, Violence and Illegal Search: Two civilians were severely wounded as five unknown gunmen attacked their house in the Dasht-e-Barchi area of the 13th district in Kabul. Local sources report that five unknown gunmen broke into a residential house and beat the family members. The victims claim that the house was looted by the gunmen.


November 13, 2021, Paktia, Extrajudicial Killing: The bodies of two dead women were found in the Abdullah Qala area of the first security district in the center of Paktia province. Khaliqyar Ahmadzai, Paktia's director of information and culture, said the two women were residents of Shakardara District of Kabul province.


November 13, 2021, Nangarhar, Extrajudicial Killing: Unknown gunmen shot dead Qari Zubair, a resident of Sari Qala in Chaparhar district. The gunmen brought him out of his house and shot him dead right outside his house. His dead body was then hanged in Dago area.


November 13, 2021, Kabul, Harassment and Illegal Detention: Taliban Ministry of Interior affairs confirms that two women were arrested, including a woman who accused the Head of Crime Unit of District 11 of Kabul of a social media post of harassment and violence against her. Taliban spokesperson added that they will conduct a fair and public trial of her case.


November 14, 2021, Khost, Extrajudicial Killing: Unidentified gunmen killed an elderly man in Dawakhano Street of Khost city around noon, and the gunmen managed to flee the area. Taliban officials confirmed the incident and said an investigation was underway in the area.


November 14, 2021, Ghazni, Extrajudicial Killing: Taliban militants have killed Commander Bismillah, a former member of the Afghan security forces, while he was returning from a wedding party on Saturday night in Kakrak village in Jaghato District. Sources added he was attacked by four gunmen affiliated with the Taliban close to his home.


November 14, 2021, Kabul, Forced Evacuation: Sources in Kabul say that nomads and Taliban forces have destroyed 15 houses in the Khairabad and Nawabad areas of Dashti Barchi in the western part of Kabul in the past few days, and forced their residents to live outdoors.


November 14, 2021, Helmand, Abuse and Sexual Exploitation: Residents of Lashkar Gah, the capital of Helmand province, and its nearby districts complain that child abuse and molestation is a problem that needs to be dealt with appropriately.


November 15, 2021, Paktika, Extrajudicial Killing: Unknown gunmen shot dead a civilian named Abdullah in Zmarai Kot village in Yousuf Khail District, Paktika province on the night of November 14.


November 15, 2021, Baghlan, Extrajudicial Killing: Unknown gunmen shot dead a coal miner and severely injured another one in Tala wa Barfak District, Baghlan province on 13th November.


November 15, 2021, Kapisa, Extrajudicial Killing: Taliban insurgents have killed a former Afghan military officer, Jafar Sanji, 28, in Kohistan district of Kapisa province on 13th November.


November 15, 2021, Ghazni, Extortion: Businessmen in Ghazni province complain that Taliban insurgents extort daily meals from them, by breaking into their houses and forcing them to provide food and if refused they will have to go under investigation and questioning for their businesses and wealth.


November 15, 2021, Panjshir, Torture and Harassment: Three months after the Taliban took over Panjshir province, the situation has not been normalized yet. People claim that Taliban insurgents continue to torture and harass the residents. Whenever Taliban forces are attacked from the mountains of any village, they break into people’s homes and harass them.


November 16, 2021, Bamyan, Extrajudicial Killing: A bare corpse of a woman was found in the Tapa-Jalal area of the provincial capital of Bamyan this morning. Local sources report that the body was covered in a blanket.


November 16, 2021, Nangarhar, Extrajudicial Killing: A student was shot dead by unknown gunmen in Khalis-Family in District 6, Jalalabad city. The victim’s family claims their son had no personal enmity and was a student of the computer science department of Nangarhar University.


November 17, 2021, Logar, Extrajudicial Killing: A civilian was shot dead by unknown gunmen in Hangaran road in Pul-e-Alam, the provincial capital of Logar.


November 17, 2021, Kabul, Extrajudicial Killing: Taliban’s deputy spokesperson claims that an ISIS-K/Daesh militant was killed by Taliban forces in an ISIS-K hideout in the Khair Khana area of Kabul. He adds that they have also arrested several people for alleged ties with ISIS-K. Local sources say the Taliban are using ISIS-K as an excuse to target former Afghan government members.


November 18, 2021, Paktika, Extrajudicial Killing: Noor Mohammad Yahya, a tribal elder and former police commander in the previous government was killed by unknown gunmen in Yahya Khail district of Paktika province. Local sources report that he was the father of Bahawul Khan Katawazi, a member of the provincial council. People claim that he was killed by the Taliban insurgents.


November 20, 2021, Nangarhar, Extrajudicial Killing: A local source in Nangarhar province said that unidentified gunmen killed a former government special forces soldier in the Majboor Abad area, District 4 in Jalalabad, and the perpetrators succeeded to flee the area.

November 20, 2021, Kabul, Illegal Confiscation and Forced Evacuation: A woman complains about her house being seized and her family forced out by a Taliban commander, Agha Jan. In a video, she screams for help.


November 21, 2021, Daikundi, Forced Migration: Residents of Patoi district say as the Taliban took control of the country, a number of Pashtuns and nomads close to the Taliban forced out hundreds of families from their houses in the Patoi district of Daikundi province. About two months later, they say, they live in difficult conditions in the deserts and mountains without food, shelter, and fuel.


November 22, 2021, Kabul, Extortion: Some Taliban insurgents have started collecting money in the name of tithes in Kabul province. Shopkeepers in Kabul claim that they are forced to pay 8000-24000 Afghanis to the Taliban as tithes.
