DPPC Human Rights Report
The following is a list of atrocities that have occurred in Taliban-controlled Afghanistan. Each of these reports has been corroborated by trusted sources on the ground. Additional information is available upon request from the DPPC.
This report covers the period December 11 - December 21, 2021.
December 11, 2021, Nangarhar, Extrajudicial killing: Three people were killed when unknown gunmen opened fire on a group of people in a Mosque in Shergar Village of Kama district in Nangarhar province last night. The perpetrators fled the area. Reports add that among those killed two were tribal elders of Mohmand and one was the Local Police Commander of the previous government in Mohmand district.
December 11, 2021, Kandahar, Extrajudicial Killing: Unknown gunmen killed three and injured 4 others in the second security district of Kandahar province last night. The identities of victims remain unknown.
December 11, 2021, Kabul, Extrajudicial Killing: Taliban Interior Ministry's Spokesperson, Qari Saeed Khosti confirmed that a young man named Faisal was shot by Taliban gunmen in a security checkpoint in Kabul. The victim died of injuries in the hospital later.
December 11, 2021, Takhar, Disappearance: Colonel Mohammad Saber, Training Manager of Provincial Police Directorate, was abducted. Relatives of the former officer said that he was kidnapped near his home by unidentified gunmen and his whereabouts are still unknown.
December 12, 2021, Farah, Extrajudicial Killing: Unknown gunmen have killed a Shiite Religious Cleric, Sheikh Mohammad Ismail Mowahedi, in the third district of Farah city.
December 15, 2021, Kunduz, Extrajudicial Killing: A former security officer was mysteriously murdered in Kunduz province. Humayoun Delshad, former finance officer of previous government’s Pamir 217 Corps, had gone missing after the Taliban requested him to return to his job, and his dead body was found several days.
December 16, 2021, Nangarhar, Extrajudicial Killing: Unknown attackers killed four and wounded one member of a family in the Khewa district of Nangarhar province. Local sources report that the attackers broke into a residential house killing and wounding its members using knives and axes in Shagi village of the district.
December 16, 2021, Badakhshan, Extrajudicial Killing: A young man’s corpse was found in the 5th district of Faizabad, Badakhshan province. Officials of the provincial hospital claim that the dead body was brought to the hospital. The identity of the victim remains unknown.
December 17, 2021, Kabul, Extrajudicial Killing: Abdul Salaam Abid, a religious scholar was targeted by an explosion in the 4th district of Parwan 3 area in Kabul.
December 18, 2021, Kabul, Extrajudicial Killing: Maulawi Bismillah Shakir, a religious scholar was killed in a targeted attack in the 17th district of Kabul.
December 19, 2021, Baghlan, Extrajudicial Killing: Dead body of a man was hanged by Taliban forces in Pul-e-Khumri, Baghlan. Following an armed conflict between a group of robbers and Taliban forces, the Taliban hanged the dead body of one of the thieves, earlier this morning. Taliban’s provincial Police Chief said that the incident that took place in the Poz-e-Ishan area of Pul-e-Khumri led to the death of one and the arrest of four other robbers.
December 20, 2021, Uruzgan, Extrajudicial Killing: A former police officer was killed in the Deh Rawood district of Uruzgan province. Local sources report that Hayatullah, former commander of Laser-Unit of previous government’s military was shot dead by unknown gunmen in front of his house. Provincial Taliban officials confirming the report have denied having ties with the incident.
December 21, 2021, Baghlan, Extrajudicial Killing: Haji Daad Ali, a tribal elder, was shot dead by unknown gunmen in the Barfak area of Tala wa Barfak district in Baghlan province. Maulawi Mustafa Hashimi, provincial Director of Information and Culture (DoIC) confirming the report said that the victim was shot in front of his house and that the culprits managed to flee the area.
