DPPC Human Rights Report

The following is a list of atrocities that have occurred in Taliban-controlled Afghanistan. Each of these reports has been corroborated by trusted sources on the ground. Additional information is available upon request from the DPPC.

This report covers the period December 23, 2021 - January 14, 2022.



December 23, 2021, Kandahar, Extrajudicial Killing: A former police officer was shot dead by unknown gunmen in the 9th district of Kandahar province. Eyewitnesses claim that the victim had served as a police officer in Uruzgan province previously, and he had opened a grocery store in the 9th district twenty days ago. They added that yesterday evening, he was shot dead by two gunmen on a motorcycle while he was attending evening prayers. The gunmen managed to flee the area.


December 24, 2021, Kandahar, Illegal Detention: A businessperson was kidnapped on Road 20th of Aino-Mina, Kandahar province. Kandahar’s provincial Police Chief confirming the report said that the investigation is underway.


December 31, 2021, Nangarhar, Extrajudicial Killing: A former government official-turned-rickshaw driver was beheaded by unknown gunmen in the Daman area in the 8th district of Jalalabad city. The family of the victim claimed that they had no personal enmity and said that no further details of the incident is available.


January 1, 2022, Baghlan, Extrajudicial Killing: Unknown gunmen killed a man and injured a woman in the Kaprak area in Pul-e-Khumri city, the provincial capital of Baghlan province. The officials of Baghlan Provincial Hospital said that the injured woman was transferred to Kabul for treatment.


January 3, 2022, Nimroz, Illegal Detention: Security sources in Nimroz province report to have arrested seven civilians accused of various crimes. Those arrested include former government officials. The Taliban claim that the suspects were arrested for robberies, drug dealing, and harassment from various parts of the city.


January 3, 2022, Balkh, Extrajudicial Killing: A couple was shot dead by unknown gunmen in Mazar-e-Sharif, Balkh province. Residents of the area claim that they were shot dead by the Taliban forces for alleged adultery. Officials of Abo Ali Sina hospital confirm that the dead bodies of a couple were brought to the hospital on Friday. Taliban officials have not yet commented on the incident.


January 4, 2022, Kunduz, Extrajudicial Killing: A currency exchanger was killed by unknown gunmen in Kunduz province. The Father of the victim said that they had no personal enmity and that the attackers shot him [the victim] dead while they tried to kidnap him in front of his shop. Taliban officials have not yet commented on the incident.


January 6, 2022, Nangarhar, Extrajudicial Killing: A civilian man was shot dead by unknown gunmen in Jalalabad city. Local sources report that the incident took place in the Saracha Ali Khan area in the 9th district of the city. The sources added that the gunmen managed to flee the area. Taliban officials have not yet commented on the incident.


January 9, 2022, Helmand, Extrajudicial Killing: A man was shot dead by unknown gunmen in the Safiyan area in the 7th district of Lashkar Gah city, Helmand province. Taliban officials have not commented on the details of the incident.


January 11, 2022, Laghman, Extrajudicial Killing: Five members of a family were killed and another one was injured by unknown gunmen in the Qarghayi district of Laghman province. Taliban governor of Qarghayi said that the culprits managed to flee the area.


January 12, 2022, Nangarhar, Extrajudicial Killing: The District Head of General Directorate of Intelligence (GDI) for Batikot district of Nangarhar province was killed by unknown gunmen. Local sources claim that he was killed in an ISIS-K militants’ ambush. However, he had worked for the previous government as well. Taliban security officials have not yet commented on the incident.


January 12, 2022, Baghlan, Extrajudicial Killing: Unknown gunmen killed a civilian engineer in Baghlan province. Taliban Provincial Director of Information and Culture (DoIC) confirmed that an engineer working in Ghori Cement Plant was killed by unknown gunmen.


January 13, 2022, Takhar, Extrajudicial Killing: Taliban forces have beheaded a former local commander of popular uprisings. Local sources report that Commander Jorah, a local commander who was recently deported from Iran to Afghanistan, was beheaded by the Taliban forces several days ago. It is reported that the family of the victim has not been allowed to conduct his burial. Moreover, five others were also arrested along with the commander and no further details are available.


January 13, 2022, Herat, Illegal Detention: The family of Alia Azizi, former head of women’s prison in Herat province, claims that she was arrested by the Taliban forces three months ago without any reason. They added that the Taliban has not allowed any contact or visit with Alia Azizi so far. Taliban officials have not commented on the case.
